What is the Local Programming Improvement Fund?

In September 2009, the CRTC introduced the Local Programming Improvement Fund (LPIF) to subsidize TV stations' production of local programming in small communities. To replenish the fund, the CRTC has mandated that all satellite and cable TV companies to contribute 1.5 % of their revenues to it.

In order to meet the CRTC's orders without impacting the quality of its products and services, Bell applies a monthly fee on customers' bills that does not to exceed 1.5% of their Bell TV charges. Bell Satellite TV initiated this fee in 2009. Bell Fibe TV was initially exempt, but Bell is now also obligated to contribute 1.5% of revenue from the Fibe TV service to the fund. As a result, the monthly fee will also apply on Bell Fibe TV charges incurred on and after May 1, 2011. This increase is not required or regulated by the CRTC.
