In September 2009, the CRTC introduced the Local Programming Improvement Fund (LPIF) to subsidize TV stations' production of local programming in small communities. To replenish the fund, the CRTC has mandated that all satellite and cable TV companies to contribute a percentage of their revenues to it. In July 2012, the CRTC has announced that this LPIF will be phased out by September 1, 2014 with the following phase out schedule:
In order to meet the CRTC's orders without impacting the quality of its products and services, Bell applies a monthly fee on customers' bills that does not exceed the mandated contribution.
